Operation Encompass

Operation Encompass is a jointly run operation between Norfolk County Council, Norfolk Police and our school. Encompass has been set up to help schools provide support to children who have been present at incidents of domestic violence. We know that children can be significantly physically or emotionally harmed when they are involved in, present at or witness to domestic violence.

The school will receive a confidential phone call from the Multi-Agency Safeguarding Hub before 9am on the morning after any domestic incident relating to a child in the school.

Operation Encompass was developed in 2012 by a Police Sergeant and his wife, a Headteacher of a primary school in Plymouth. They would regularly discuss the impact that domestic violence would have on children and how schools would be able to offer support if they were made aware of incidents. As a result of these conversations, they developed Operation Encompass: a system to provide early notification to Key Adults within the schools when a child has been affected by Domestic Violence in the last 24 hours. In response to a notification, the school would then ensure any support they judge to be appropriate. This may just mean being aware of how the child may be feeling or may involve more direct support.
